is there any reason that on a tandem axle that the springs have to be on one of those balancers in the centre.Why cant I just mount both sets of springs independently with 4 hangers!

they are built like that to spread the trailer load equally over the two axles even when the trailer is tilting forward or aft. I.E the trailer bed isnt parallel with the road.
having each axle on its own spring can be done but the trailer needs to LEVEL with the road at all times andaxles and tyres rated higher to account for uneven loading like going over driveways etc

many are built like that, loading and thus scuffing and tyre wear is a potential issue, as is drawbar loading, ( tongue loading, 35kg! max) these issues effect all trailers but on a setup like you are considering they can be magnified to become serious issues depending on typical surface travelled and typical loadings
