looking at different service agents and mobile mechanics. Full service costs on average $300 which includes "Tune up" and fluids service. Does the Tune up entail using a special machine to plug into the car or is it something else!

I would suggest for that, replace oil/filter, replace fuel filter, clean/replace air filter, check/replace spark plugs. All simple enough to do yourself, with a little basic knowledge

Not to mention cleaning the TPS intake and butterfly.improves running out of sight. I use good old "Brakleen" for the cleaner.

^^ yep - especially for Mitsis which seem to struggle with idle control when the throttle body edges is getting blocked up.

i love the term 'tune up'
people like to take their motorbikes for a 'tune up' too, im pretty sure tune up is a code word for the mechanic taking a break while the workshop takes your money.
i prefer to spend my money on a specific task
