if you buy a carjam report on the car doesn't it reveal the owner details!

Go fill out the appropriate form and and pay $2.30 at the Post Shop and if the owner hasn't specifically opted out, they will tell you who the registered owner is.

I believe the opt-out only applies to whether or not they give your name and details to an 'approved party'. It will (now) never be given to joe public.

You need to know the name of the owner first to do this now, and they are only aloud to confirm . stupid I know. Was really irritated when I needed to do this a month or so ago

As above, no. The only way you can get owner name now is if you are 'approved' by the MoT, and who knows what their criteria is.
Since the public registrations are closed, you must have an invite from a current member to be able to register and post in this thread.
