Do you mean undoing the bolts or actually lifting it down!

If you are having trouble undoing the bolts without the flywheel turning then you probably need to position the powerbar differently. If you have the bar radiating straight out, you are subjecting the flywheel to the full torque and leverage of the bar. If you have the lever positioned in such a way that the effort you are applying is pushing in towards the centre of the flywheel then there is very little rotational force on the flywheel and you will be able to prevent the flywheel turning very easily.
You could also make a small steel bracket that bolts on to the motor and jams the flywheel.

If it's lifting it off that is worrying you, poke a screwdriver or lever through the centre and into the crank while you wriggle the flywheel free, then lower it carefully by hand or suppot it with a jack.
