Reg on hold

if i sell a car that has the reg on hold,will the new owner just have to pay the reg from when they go in to regester it

Last I heard the car had to have at least six months rego. But if you have advertise it where is as is you be fine.

As i understand it,exemptions are the same as a normal registration, they take it on from where you left it. i.e. if its got 6 months left on exemption whenyou sell it, they have 6 months on exemption.

Nope. Exemption is just a type of licence, so it's expiry date stays intact after change of ownership. If you know of people exempting after change of ownership it would be because either the exemption was running out anyway, or it wasn't on exemption in the first place.
