Minerva from Belgian thats are rare car - In absence of no papers (remembers cars of 1912 may not have not papers in those days)you might have to contact Land Transport to recreate new ones they need a chassis number (probably converted to new Vin) , a engine number and last registration - Does it has a registration plate in an Alpha sequence or does it hold one the pre 1962 number plates (where in past each time you registered each year you got a new set of plates!) unfornately older plates information has long been since deleted by LTSA on their computer system (there was big clean up in 1996 when change of computer system a collegue of mine was involved on that contract) - However I met a British car club member at recent Feb 13 British Classic Car Show at Trentham who reckoned that older material is still available but offically we told it does not exsist - Something agengies like Checka would not have access to and for that matter most of LTSA knows nothing about either (maybe its still on paper!)
Try Lands Transport First - To help gain prove of car - contact the local NZ Vintage Car Club Inc they may be a proof in their library of vehicle been run in one of their events in the past - I( I indexed Beaded Wheels their National Magazine from 1976- ) although each branch of the club has 2 set CD disc of scans of all issues 1956 -2008 (this was not sold to the public) Kevin Clarkson took 14 years to produce it! I was lucky to get one too.
Cheers Julian ( I run the carmagreviews site)

Wow i just googled images for this car. what a beautiful machine. can you register it as an exemption vehicle with limited mileage, similiar to a farm vehicle or hearse! that might be an easy way to get it on the road legally

minerva made sleeve valve engines so had no camshaft or valves so used cutouts in the sleeve which went up an down as well as the piston which uncovered inlet and exhast ports they had alot of trouble with sealing an willys knight used the same engine
