Bog it straight on to the metal.
Make sure you sand and prime the bog before it gets any moisture.

in this day and age you can use quality fillers over most surfaces, ie paint or primer.
You just rough up the paint and surounding area with 80 grit and 150 around the outside then fill straight over. However you will find most manufacturers still recommend taking back to bare clean metal

Thats actaully a good question! I use a few lol.Last one I actually bothered to read whats on the tin said bare metal but just had a nosey at some upol flyweight I have here at home and it says "over treated metals" so maybe I should say "some" still say bare metal. Theres that many out there its hard to keep track. In saying that when westrip a car its covered in epoxy primer and then worked over that. But one small dent isnt going to matter really as long as its clean dry and scratched up sanded correctly primed and painted.

Hi Op--just a point you might have missed. It always pays to do everything you can to reduce the size of the dent before filling-it saves a lot of work

Some manufacturers don't recommend disturbing the steel surface coating, and on some makes - the bog won't stick to the steel.

Also leaving it in primer for long periods wont be good as primer is porus and will soak up moisture
