The tractor runs rich and fouls the plugs,if I take the idle jet out its runs great,have changed carb, but still the same.

Sound like #2. Disconnect rubber hose which connects carb to intake pipe and try with open carb intake.

Thanks guys,I tried disconnecting the air cleaner, but still the same.

Check the float level and needle valvefirst, and make sure all jets are clean and open.
Maybe its time for a carb rebuild.
