A suspension or steering system: with a component that has been bent, cut, plated or heated, or that has a modification kit installed (anti-roll bars, after market springs, lowering kits, etc.), or with a repositioned steering column

You do not need a cert for changing your springs as long as they are not adjustable, are captive (not loose in their mountings) and you have 100mm or more ground clearance. Ground clearance is measured from a suspension component or chassis. Not things like body kits or exhaust system. King springs are an after market spring which usually do lower your vehicle.
