May be same locks and mounting points, but the hinge has changed, and that could have a major effect on safety, if they broke and the door came off then yes it could be a danger.
I also find it a bit strange that an outfit touting for business modifying cars doesn't have an engineer contact. Have they had a vehicle knocked back and want to try a different inspector to see if they can get away with something!

out of curiousity why do you need a cert. are these bolt on ones or have you done structual work! have fitted these to an evo (dont ask customer is always right) and he didnt need a cert. used all factory points of monting and locking etc. Personally it devalued car by half or more was hard to get in and out of and just looked odd. but to each his own.
