I think he's talking more about electric assist, like the Avanti Electra. That's a moped (Under 2kW) so must be registered and licensed.

You may be confusing the upcoming changes to mopeds which will require a class 6M licence to ride if you don't have a class 6. That is to say they'll no longer be able to be ridden on a class 1 (car) license.
