on the Subaru! he means the brake rotors are slightly warped causing a pulsing through the pedal when you're braking. It's easily fixed, can be done with the rotors either on or off the car, I would probably replace the pads at the same time too.

about $15-25 per rotor if removed and dropped into a brake shop, or maybe a little bit more while still on the car. Pads would be $40-60 per set (ie front or rear).
