I have found a car I want and can afford. I have test driven it and plan to get an AA check. The seller is asking $1400 or near offer. Turners site values the car at about $1300.
What is the ettequette when it comes to price! He did state or near offer - what should I offer! Just the $1400 or do I offer lower!

I wouldn't bother with an AA check.At that price, an inspection-only WOF test (a pretend one) would be a better bet.Don't expect it to be working 100% though, it's only a $1400 car!

I know it's only a 1400 car, it's not flash or anything and I'm not being a tight arse, I just want to get a running car without putting one on HP or anything.

+1, and if you go to a local workshop rather than a vtnz type place, you'll likely be able to get the mechanic / wof tester to give you any other hints about its condition along the way

see what the PP inspection turns up before putting any offer in, there may be hidden problems that may not make it worth buying at all.

Exactly, tell them that you are just wanting a cheapie basic inspection as opposed to an actual WOF and what the actual situation is. My local mechanic here does those very cheaply, and gives you plenty of usable advice.

what is the car out of curiousity! I would find out what it truly is worth before making the offer - if it is priced very well and would typically be $1500+ then I would just pay the $1400 and be happy with that deal, but if it's a car which would usually be $1000 tops then $1400 may be a bit of a rip, and I would start offering lower and work your way up to what you think it's worth to you.

I did a valuation via Turners website and it said about $1358 for one in good condition (which I believe it is)

the turners estimate is just an average of all sales of that year, make and model. It doesn't take into the account of the condition of the car or what submodel the car is. For instance, the turners valuation for my car ranges between $800 and $1500 despite it being a $7000+ car, because their values are on all models and not the specialty models carrying the same badge.
