Headlights still don't work, new relay, and fuse, switch works. What next!

Good question, my own fault as I should of mentioned park don't work either.

Highbeams work, but only when I pull switch back.

if all of the front bulbs, including the park bulbs are all OK it is still pointing back to a switch problem.

That would be your "Passing" function. Not used in NZ.
I am not an expert, but I suspect that when you hit the "Pass" the current actually by-passes the relay! Could be wrong. So, it could be a short in the wire before the relay! At least you have proved the bulbs are good ;)

They are used in auckland, a flash to say you can pull in etc.

Well, yeah. They are very handy communication devices.
Thing is, if you actually use them for their intended use in this country, peoples ego's take over and they think the driver behind them is an arogent dick who thinks they own the road. In truth, it is a person who is warning you that you are about to be overtaken. Hold your line, don't spook, etc.
