Why is it so hard to find stuff on LTSA?

Like vehicle standards etc. Been looking for the rules regarding headlights for ages on the damn site

LTSA hasn't existed for years now.

Sounds like you want the headlight section of the VIRM - http://www.nzta.govt.nz/resources/virm-in-service-certification/virm-in-service-certification.html#general

Here is the rule, not an interpretation. headlights have to come up to ECE, JIS, ADR or SAE standards (Part 3)

Mostly I find I can sort through what I need. However I find some pages seem almost deliberately misleading.

The one that shows licensing fees is a good example, I seem to remember the fees are listed as "as a sample" as opposed to being comprehensive.
The missing bits from memory are clear definitions showing mopeds as having cheaper licensing fees (which is odd as these are popular vehicles).

And of course anything showing the cheaper licensing fees for older vehicles etc.

Well, popular in a less than 0.6% of the vehicle fleet kinda way ;)
