Yeah I would contest that. The LTA has the exact mileage of all previous owners on file. They are just to lazy to go debt collecting and they try it on with the new owner and hope you'll pay them out.
I have argued with them over this and gotten out of paying for ex owners RUC. Ring them and have it out Before you buy though!

Don't even think about buying until the RUC is up to date, or else you find out exactly how much is owed and deduct it from the purchase price.If this isn't agreed to walk away.
