Saw one of these recently on the back of a motorhome. They had the usual bike rack at the back, and with their bikes obscuring the main number plate there was a smaller plate with the same letters/numbers on it and the word 'supplementary' in smaller letters below hung in a plastic carrier where you could see it. I didn't know such plates were available. Just wondered how long these have been out there!

Been out since about November. They're not a legal requirement (you can still remove your rear plate and hang it in a place where it's not obscured temporarily), but you're allowed to hang this IN ADDITION TO your rear plate in a visible position as and when your rear plate is obscured.
