The new RUC rules from August

can anyone explain in plain english what this means for me. I have a Nissan terrano.

Also what will the price changes be to this new system

well New Zealand, i hope your ready for EVERYTHING to increase in price, because now truck companies have to pay a flat rate (which hasnt been released yet) depending on the type of vehicle used instead of being able to tailor ruc weight to the load actually carried.

In effect every truck will pay equivalent (or near enough to) ruc as a fully loaded unit, even if they only carry empty containers and never run at max weights for example

I believe its not to avoid evasion at all - with the advent of electronic ruc management (developed in this country) and the ability to tailor the ruc to the load, the govt has realised it will miss out on a butt load of money that it currently rakes in because of companies paying for more ruc than they currently need
Just another damn tax increase really!

mrcat1, Apr 24, 4:33pm
It won't change for you.

e_babe, Apr 24, 5:02pm
Thanks mrcat1 so doesn't effect the private user only the big trucks etc.

philltauranga, Apr 24, 5:04pm
+1 well said, everyone will pay way more. We are wondering how it will effect heavy haulage as we run at 90ton so it looks like we will still need to buy supplementarys as we do now.

smac, Apr 24, 5:34pm
Supplementaries are gone. Not everyone will pay more - over the entire fleet it will come out about the same they reckon. Some will pay more, some will pay less.

fordcrzy, Apr 24, 6:02pm
bus trips will be unafordable. i wonder how LEN's public transport utopia will work out when buses are paying max ruc.

smac, Apr 24, 6:14pm
Just to make a point here: how much does an average city bus pay now, and how much will it pay under the new scheme!

greghale, Apr 24, 6:36pm
my house busweight is 3800kg But can whole 7000kg of weightIt never carries more than 3800kgDo I now have to pay for 7000kgs !

greghale, Apr 24, 7:05pm
well that sucks.Who voted for this government! and why!

msigg, Apr 24, 7:12pm
no, i don't think so greghale, wait and see, should be about the same.Being private will make all the difference.

magicmat, Apr 24, 7:16pm
Not me and I have no idea why. but then we are a nation of brainless sheep (not just the ovine type).

there is a lot of information floating around on this topic, submissions were made by major transport companies to the process, and a lot were ignored. however, i have a copy of the draft fee structure, and the 7T camper that was mentioned - yes, you will be paying for the GVM of the vehicle, but the 7t label will come down in price. However, previously, where trucks and trailers with more axles no the road paid less, they now pay more. A 5 axle B train will pay less than a 6 axle, even though both were originally designed to carry 24T. A Guy i work with, his B train cost will go up a calculated $3800 per month, as he has swap trailers running between NP and Auckland. The increase will obviously be passed onto the consumer, and OD's income will increase to cover costs.
Im personally looking at a new truck, but am holding off till The final RUC's revamp is completed, but was looking at a 15t GVM 6x2, but now looks like a bigger 4x2 is going to have to do the job.
The electronic RUC's i feel will be the way to go also. we won't have to worry about being weighed over our RUC'ed weight, just over our GVM.
The E-road can deduct off road usage etc, so handy for general freight, doing farm deliveries etc, or a lot of Yard work.
Unfortunately, apart from paying at the pump, i can't see a way any system will work for all.
I have a mate who runs his truck and trailers RUCS at TARE. Why! because he has a truck that loads Fert into planes. 99% of his jobs, the fert is at the farm, its loaded on the farm into his truck, then he goes to the airfield. If he does have to carry fert to the farm, he buys Supplementary RUCS. So, he has been paying for 20T, he will now have to pay for 44T.

Same with diesel utes!

smac, Apr 26, 5:45am
flash, definitely hold off, the pricing has been flip flopping all over the place. Best wait until the dust settles. There was an article in T&D mag last year highlighting the points about the inconsistency between vehicle types (eg there use to be a push to get 4 axle trailers.now they're the bad boy), has any of that changed since Dec '11!

olsod2, Apr 26, 10:59am
greg more bad news.in the latest nzmca mag it states you will pay on what your GVM is.my ford d750 motorhome on the road weighs 8400kg but as the chassis can carry 13,330kg i will have to go from 9 ton to 14 ton sticker.i also have a diahatsu truck gvm 6000kg which will stay the same but if it was 6500 them would have to buy a 10 ton sticker.what i have read was 3500 to 6000 kg 7000 to 10000 kg then 11000 to 14000 no inbetweens all done on your GVM

greghale, Apr 26, 12:55pm
shakes head slowly.WTF.do they think we have got endless $ to pay. When is it going to stop.

ema1, Apr 26, 8:38pm
I was thinking about a house bus in future .not anymore.

ema1, Apr 26, 8:39pm
He he .when we are all broke and in jail.aw hey but there won't be enough room!

nzfatie, Apr 26, 9:42pm
Get yourself one of those Toyota Dyna petrol/electric hybrid trucks and thumb your nose at the NZTA.much cheaper to run than the same size diesel truck.
You can see why all the taxi drivers are dumping their diesels and getting the Toyota Prius.lol

flashgordon_nz, Apr 26, 9:46pm
definately holding off till its finalized. yes, flip flopping is a good description! basically, from what i read, the more axles on the road, the worse off things become. 6x4 tractor, towing a 6 axle b was the worst hit.I believe it will change again till it becomes law. But yes, its all the push to tax the use of heavy commercial vehicles. they forget the joe bloggs (and i am one of them) that also has at home a daihatsu delta, GVM 5990kg, that will have to be paying a 6T sticker. its a run-about. gets used on the road maybe once very 3 months. go get metal, fencing material, and pick up mates hay. It has run on "farm rego", as legitimately, all its running is done typically within a 10/11km radius of home. But now i understand that will also no longer be allowed, so back to paying $600 plus in rego!
