Supermarket carparks

That definition of a public road is pretty broad, as it includes private property with public access. So the roadways within a supermarket carpark are public roads, but what about the parking spaces!
Methinks they're private property, as businesses have the right to tow you away or clamp you, if you break their rules. They can also issue a trespass notice to stop you parking there again.
So you can drive around a supermarket carpark (as it's a public road) but you can't park there if they've banned you.LOL

This will explain why you don't get ticketed for no WOF or rego in a supermarket carpark. The authorities would need permission of the carpark owner to enter the 'privately owned carpark space' and put a ticket on your windscreen.
Of course no sane supermarket owner would allow that, scares the customers away.LOL

It is illegal for any private person or private contractor/employee to issue any 'fine' for any reason anywhere.

You don't normally see Traffic Wardens patrolling Supermarket carparks, eh!
This is why I was curious about the above Warden I mentioned.
Was she there by invitation or by right!
Did the Supermarket say she could patrol on condition only warnings were given! (I know I should have asked!)

Another interesting angle is the use of Golf Carts in private carparks.
The security guys at our local Westfield use one to run around in.
According to the NZTA a golf cart cannot be used on a road.

So, if a private carpark is classed as a road, why are carpark owners getting away with illegally operating golf carts!!
Either the NZTA is turning a 'blind eye' or a private carpark isn't really a road!!

Or nobody cares and they aren't causing a problem so the authorities are taking a pragmatic approach.

At one supermarket in Blenheim the carpark is council land, and they ticket there.
