Seeing one can drive a GLW of no more than 6000kg vehicle but with an actual max load of no more than 4500kg how or can I rerate my flat deck from 6250kg down to 6000kg!i want to derate it as I only use it for driving my off roader to and from the forest but its over by 250kg.so that means I need a class 2 just for that.my off roader is 1300kg with a 350 Chevy so the truck and off roader are under 4500kg.Can a truck be derated at all!

The on-road weight and GLW is now 6000kg, for Class 1 driver's license. You've confused yourself!
Someone recently asked about changing the GLW - someone will remember that thread. I can't find it.

Not supposed to be able to down rate the GVM but if you talk to your local transport engineer some things are possible. The other thing of course, you currently require a TSL as your truck exceeds 6000kg GVM and is capable on carrying goods for hire or reward. A down rate to 6000kg with negate this as well
