I thought it'd be a pretty interesting place to live too. No lawns to mow.
The trouble would be paying for it. If someone couldn't pay for it outright I doubt any bank would do a mortgage for it.

you wont live on that it would stink like hell from fuel and there is no windows, you bespending another 4 million to make something good out of that at least. Its good for fuel storage floating petrol station probably prohibited to be used as this , so its only scrap metal and since it needs cutting up worth 5 grand not 125

Sure would, have lived onboard a boat for the past 11 years. The biggest challenge with the barge is it would need repowering as very few places will allow none powered liveaboards.
