The BEST non-acidic alloy wheel cleaner is made by Sonax. Its called Xtreme Wheel Cleaner. Next best thing would be to clay bar the wheels and see if that helps. And be sure to wax your wheels after you're done cleaning it. It will stop the brake dust getting ingrained into the wheels and will make cleaning it off a breeze. The key is to actually clean them as often as possible.

Take your wheels off if using the spray can Mag cleaners, or they will stuff your brake pads.

There is a product called Iron- X which is sheer brillance at removing brake material from wheels, particularly anything that traditional mag cleaner wont touch.
Spray on, soak at it lifts of with a stiff brush.
DONT attempt to do this on the car.
Once clean use a sealer to prevent brake duct sticking as much.

Best thing I've found was a brushless car wash machine.Thewheel bit is like a rotating waterblaster.

was at washworld a while ago & the guy gave my wheels a squirt with a citrus type cleaner, they looked great

If you use your clay bar on your wheels do not use it on your paintwork again.

I demote my clay bars from paint to glass to wheels in that very specific order.
