The voltage is just the electricity supply.
The speed of the winch all comes down to the gearing of the winch.
Many have more than one speed.

24V will make it go twice the speed.or 6V if you want to slow it down.

I have seen a generator used as a motor on a go cart, winch motors are very similar to starter motors so one of those may work if you take off the pinion.

suck a lot of power though. mobility scooter motor would be best but dont expect a lot of speed out of it though.

24v would need 2 batteries if weight will be an issue. higher the voltage the less amps drawn. that determines battery size (capacity) to a certain extent.

A chainsaw motor is quite simple to use, it already has a centrifugal clutch and I think you can drive a chain off the existing sprocket. A 50cc scooter engine is also worth considering.

with that motor you have to add that shaft thing. unles there is a better way of doing it

Any gokart will have to have shafts etc added and chains or belts to transfer the drive from the engine to the rear wheels. The is muchmore to it than bolting an engine to a frame and hopping on for a ride.
