Depends on the type of car. If you are fitting them to a 2008 Range Rover, then you won't need a cert.
What size tyres have you currently got on your vehicle! And with the 19s on, do they scrape any body parts!

You probably need certifying 19 inch wheels is it a model A Ford and your coming down from the original 21s!
