It's just 5 letters. they can mean literally anything. The "meaning" given on the auction is one of many, many interpretations - and if it wasn't mentioned, they'd just be 5 random letters to you too.

I wonder if CCCP would get through. Arguably even more offensive. Damn, someone with exactly the same thought, a minute before me!
I had to google NSDAP to find out what it means - something nobody would need to do with any of those plates that pebbles61 posted. I am surprised that some of those got through, and I cannot imagine who would want to drive around in a card with KIKE, NIGNOG, or GOOK for a plate.
