normally only need cert if its had to be modified on engine mounts or other obvious structurual weldings. Dont know if exess horspower also needscerting in europe its 20% above original engine needs certing
like i fitted a 2.2 liter diesel in to my 2,4 hilux with 60 less horsepowe and same engine mounts no cert required.

If the size of the engine increases or decreases, ie 1.6L to 1.8L , you need a cert.
If the HP increases or decreases by 20% or more, you need a cert.

Will they notice the engine change! probably not.

because you have increased the engine capacity you need cert regardless. Try without because it will probably slip through easy enough provided the engines look the same and the inspector doesn't check the numbers. Cert is a worthwhile thing for safety in some cases but in cases like these it is a complete waste of time.
