if the virm says any visible damage then thats the rule. Not its a little bit frayed but I think its ok.

Would the accident have been survivable at the lower breaking point even if it didn't break.My guess is probably not, if your seatbelt snaps, you're really not going to have been in a good way even if it hadn't.
Interestingly, quick google and I couldn't find any actual test results regarding it.
