Yes, however it may not run well. The airflow, through the bigger throat, may not atomise the fuel properly. It would also need some playing with the jets.

Yes, but possibly more importantly the air wouldnt be passing them fast enough for the change to work well.
Much larger carbs on small engines work best at wide open throttle, not so well at lower revs when there is less air flowing.
