And here lies the problem.If I could say check turbo boost at say 15lbs at 2600rpm and then combined at say 25lbs at 2600 I could easily see where the problem is

Turbo boost does not mean jack. Ceck the pressure in the air box as this is the business end

5lbs sounds pretty low for boost, might be a idea to pull the exhaust off the turbo and check the gap between the turbine blades and the exhaust housing, the salt air in the exhaust can rot out the housing making the gap too big and the exhaust gasses will bypass the turbine and wont spin it as it should

Did you read the posts above that say the red line is at 2600 and yet your letting it get to 3000 its blowing black smoke because your thrashing it let me guess it blows black smoke when the throttle is wide open. What does it do at 2400!
If its not turning fast enough for you then change the gearbox its running through to get the required rpm at the prop your engine should have enough grunt to do it! How big is the boat!
