Flooding moped?

Hi guys I need a suggestion from motors people. I have a moped and I am having a pretty strange problem. The morning when I start sometimes after 20 meters ( in particular when I stop to a traffic light) the moped seems to be flooded, i twist the throttle but the mooped is very slow ( like 5 km per hour) then it works again. Can you suggest me something! Should I buy a solution to clean the carburator to mix with petrol! It is very strange because this problem started when I moved house and when I started to park the moped uphill.do you think is releated or is it just a coincidence! Thanks guys.

Now I don't think I can turn the petrol off. I don't have understanding of motors never been interested so I am not sure if and where there is a switch off for petrol.
