Tony Quin built it. It is in Central Otago at Cromwell. (Between Wanaka and Queenstown) I see that you cant buy tickets at the gate, that annoys me, as we are planning to go up but wanted to buy them when we got there.

No, that took years, all work done by previous developers.This park has been in the planning / development stage for some 10 years (actually more come to think of it)

Correct.It also only has permission for about 16 race days a year and the initial design concept was never like Hampton Downs, which is a Motorsport Park with a fair bit more still to come when the money is there. Highlands is more of a country club first, with a place to play with your cars, than a commercial race track.
Tony Quinn bought it when most of the hard work had already been done. I was shown the plans by one of the initial developers back in 2011 and resource consent was never an issue.Remember that only Corrections and what was Transit NZ, both government departments, were the only objectors to HD and that delayed it by over two years, cost them and also the government of the day, (ie us as taxpayers)millions of dollars and effectively screwed the project.
Thankfully it is now making a profit, but the $2.5m it would cost to extend the track, went to lawyers and other specialists instead.
