Help! Blue Sticker?!

Hi guys, have been googling like mad but even the massive car forums have no idea it seems. What the hell does it mean when a cop issues you a blue sticker! Our friend was pulled over driving her mothers car. The policeman said that because it is registered under a different name (ie her mothers) she was issued a $200.00 fine and has 24 hours to get her own name registered to that vehicle if she wanted to drive it again. Has anyone come across this at all because we are scratching our heads. We often "swap" vehicles (I drive my partners) and my flatmates swaps cars depending on whose turn it is to sober drive etc. Is it law that you can only drive a car registered in your name! What about work vehicles!

I dont know anything about boy racer cars but her mums car is a unmodified starlett! Would that have anything to do with it!

From what I understand it is earthquake related to abandonded and damaged vehicles that were "used" by not the rightful owners. Basically if you were pulled over and the registration details were "unconfirmed" you were blue stickered and given 20 days to update the detils of rightful ownership.

Wouldn't it be more likely that people register cars to parents etc to get cheaper insurance and to avoid getting their cars crushed.Basically if it is your car it must be registered under your name.
