Not reaching full operating temp.

Should temp guage generally sit inbetween Hot and Cold!
if so mine is not,will this cause higher petrol consumption!

Depends on the vehicle what the normal operating temp is - it's not always the half way mark. if your vehicle is running cold, yes it can use more fuel, and long term running will damage the engine, you'll probably want to start with a thermostat

Mine just reads cold in the morning and hot during the day.

Many auto cars, since the '90s with conventional (slush-box) autos won't engage torque-converter lock-up (often mis-named "overdrive") until the car is at close to normal operating temp, so even that will cause it to suck more fuel - much more on the open road.

I worked it out with information given you got about 8.7l/100km. I don't know if that is good or bad for your car. But that is something you would have to find out.
