So you want it based on fuel (post #6), and a portion of it based on the driver. Does the type of vehicle matter at all?

What do you think have I got this completely wrong? I just checked my cars risk rating - it is a 2006 Mazda2 NZ new 4 speed auto with ESC, SRS airbags, 3 point harnesses. The site says it has a 4 star a cap safety rating but it is band 1 for levies which is the worst rating? Yet my friends car which is older (2003) and does not have all the safety features mine does is band 3

Have a look at 95/96 corolla,sNo absNo airbags Cheaper than your car,just one of many anomalies.ACC told me they cant base it on the driver due that old BS excuse the Privacy Act Write to your MP!

The whole thing is firked up from my point of view too, neighbors 2001 2 airbag corolla gets the same levy as my 03 156 alfa with 10 airbags etc, which is also the same as my 97 v8 discovery, yet my 2013 navara with stability control gets a higher levy! that is just plain stupid, they should throw the lot out and start over. How can a light little alfa (with 10 bags) be rated the same as a huge lump of British steel, which will likely kill those in whatever it hits? and then add a modern ute with stability control, and its dearer than either? Insanity.
