Does anyone who has or has owned a paso 906 had problems with the bike loosing power ie electrical when revs are high though it starts to fire again when revs are low could be carbs but feels more like electrical.

No idea of your biking history but I'll guess you have had a few.
Have you ever had a bike run out of fuel? or start to run out and have to flick it to reserve, when they had reserve taps? Is the sensation the same as that?
Does it do at any particular time? i:e after or during a long hot ride, or just at random times?
I'd be looking at fuel filters (blocked) and fuel lines that may be old and being sucked together causing poor fuel supply.
Look at the basics first. It's a cool old bike and fairly simple so not that much to wrong as such.
Bet you find something simple as.
Whats the 3 things you need to make most things go? think there. Well before you needed 45 computers just to turn the key.
Oh, and when it happens do you stop and then wait for a short time and issue disappears for a while?

What he said , keep it simple . I haven't checked but there should be plenty of info on Forums etc. I have had Ducati's for just short of 29 years and have never once not made it home under their own power .

I had a bike do what is described in the OP, in that case it turned out to be a fuel tank venting issue.

personal feedback. I had a similar issue with a paso many years back.
The coils were the issue in that case

Tank venting wouldn't appear until the bike had been going long enough to build up low pressure in the tank, and can be confirmed by trying to open the filler cap to check. Coils will usually play up when they get warm, regardless of revs. It definately sounds like partial fuel blockage, old fuel filter or line as mentioned above. Blocked fuel tap?

You don't happen to ride Raptor and have an off sider with poor taste in 4x4's by chance do you ?.
