They should not be legal. They will interfere with heat dissipation off the caliper so brake fluid and seal temp will rise higher than designed for the same braking force.

reminds me of an American car programme where some overpaid gridiron player was being interviewed about his 'pimped out ride' some customizer had done for him (at great cost of course). He raved about, & showed how little he knew, while pointing at the calipers through the wheels saying "when you got red in there you KNOW you've got the shit, you KNOW you've spent the money, look at that red!" . mmmmm?
