It's a lister comb perfecter. It's for dressing and buffing shearing combs.

They usually have a rag wheel at one end for buffing combs, and a thin, fine grinding wheel at the other for shaping and thinning teeth at the other.

Haven't seen one like that for eons, but you can still buy modern ones with a single phase motor instead of the pulley. They were for the old shed with shaft drive.
