Why could the cyclists not ride in 2 groups in single file? That way the line of cyclists to overtake would be no longer.

Because then you loose the effect of the draft and the two leaders have to do the work. This will tire the group faster.
There is much more to cycling than non cyclist think.

The road code is confusing when it comes to this, http://www.nzta.govt.nz/resources/roadcode/cyclist-code/about-cycling/cyclist-responsibilities.html if you scroll down to "General considerations for group cycling" it clearly states "There must never be more than two cyclists cycling next to one another. When the road is narrow or vehicles cannot pass, everyone should cycle in single file." however near the top of the link it also clearly states under the "keep left" heading, "If the road is too narrow to safely allow vehicles to pass, you are in danger of being run off the road or hit by a passing car. In this situation it is acceptable to ???take the lane??
