Who fixes them , ( without charging telephone numbers ) My rangie has a fuel problem midrange , swapped it over with a known good ECU & runs perfect but owner wont sell it , wants to keep it as spare for his own RR

be pretty bloody hard to diagnose and fix an ecu. Might be best looking to maybe the UK for a replacement? Ebay maybe.
Have you had your ECU reset at all, maybe its a software issue its developed for whatever reason rather than a hardware failure? Just thoughts.
I only found a supplier whom repairs in England found a ecu for my punto eBay UK after2 years for 50 pound fixing would have been 500 pound
