Its worth sod all as it is, if he could produce the old rego plates or papers he might get a few bids at $500 (yes that's two zeros) start price. He has given up, or probably not even started, the work on it for the same reasons the previous owner would have, it is beyond the skills and patience of most people to do the degree of work needed to it to a high standard in an economic fashion. These 'too many projects' people are usually surrounded by junk that isn't even driveable with huge delusions about its current value, and even bigger delusions about its finished value and the costs involved in getting it there. I've met plenty of them over the years.

I would say he's sold it out of TM. If it sells on TM you pay a success fee. If you withdraw you pay a fee. If it doesn't sell there is no fee. So put the price up to something silly and let it expire.
