Since when are you allowed to pull over on the motorway to use your cellphone? I see this almost daily these days , so it must be a thing ?

Not 100% sure what the rule is in NZ, (can't find my Road Code!) but 100% sure that you can't pull over in the UK on a motorway, except in an emergency. Making/taking a call doesn't count.
It's not the pulling over that is normally the major issue, it is re-joining, as most can't even merge properly from the on-ramps, let alone from the hard shoulder.

Soon, I read in the Daily Police Report New,s,that one must display their cell phone number on their bumper! Saving 555 call,s so they can just ring you up and fine you over the phone!
