What would you pay for this

About $1500 IF I had a child of the right age and size to need it.
They are utterly bullet proof and in my opinion the very best first bike for a little fella you can buy.
No gears, shaft drive and the lowest seat height you can get in a decent kids bike.
Brakes on the handlebars means the transition from a bicycle is a truck load easier.

my opinion was its Yamaha 1 year old and not a knock of from china, so parts are not hard to get.

you are pretty unlikely to need parts at all.
Maybee a brake lever. they work left or right side so one is fine.
I would suggest finding out what oil they are using. You don't want to mix oil types.
A tiny "alarm" bell is that they say its only had three tanks of fuel run through it since 2013. That means its unlikely to have had its first service.
The service on one of those is basicly to set everything up from "running in" mode to full power. When new you run the risk of seizing the rings so everything is set a bit rich.
Probably about $200 at a Yamaha dealer will see everything reset.

Ask if it has had the first service, it likely would have been free so no real reason for them not to have done it.

I said $200 as I dunno if the free service is transferrable.

I brought my boys a Yamaha TTR50. Its a bit higher spec than the PW. I weigh 120kg and my boy is 20kg and we can ride it together no worries. 4 stroke,3 gears(no clutch) and electric start. They are $2300 new but can get secondhand for $1500

New $2000 so is warranty transferable and how long? If it is then up to $1500. They hold value well these things.
