1. They have to follow same rules a everyone and local cops are booking anyone crossing that white line unless in safe overtake - which he wasn't. Hell they even had a camera up there this summer!
2. How the hell do I get past them? When I encounter push bikes on hill I give them some space and expect them to let me pass easily. These buggers wouldn't have a clue if someone was behind them and certainly were not letting anyone pass.
