What makes you sure the chrome has clear coat on it?

Some of the clear has flaked on the rims and also broken away under the wheel nuts

So the rims are chrome plated steel? If Theres rust then likely the chrome has split around the wheel nuts and the metal underneath is rusty. That could be darn expensive to fix. But that is assumeing it is chrome plated steel
