the last wof was issued 10/12 so quite new. the officer looked at the wof paper where it says those particular tyres were noted as having 4.5 & 5.5mm. its only been driven to & from work by my son inlaw as its his car but it was my daughter who was driving it.

is that 10th Dec 2015 or Oct 2012 for the WOF? What is the tread depth now and how did the officer measure them? If the current WOF was passed 2 weeks ago and the tread depths were as you mentioned then how did they come to be less than 1.5mm's?

Plod don't just randomly stop cars to check for tread depth, nor would I expect a green sticker for a bald tyre.

Assuming the WOF was issued on 10/12/2016 then in 3 seeks someone has ripped through just under HALF the tread your average tyre is supplied with NEW On that basis I feel someone isn't telling anywhere near the whole story.

Maybe they borrowed good tyres to get the WOF and swapped back the others after getting it. Not the first time someone has done it.

I have WOF sheets for my wife's car from the same VTNZ six months apart that show all 4 tyres regenerated 2mm. When I pointed this out to them they said it was "an estimate". I said "I bet your pay lady is more accurate than your inspectors".
