Sure you will get a knowledgeable answer shortly. But surely you attach with a shackle as thats how it attaches to the car.

A couple zip ties would be stronger than my welding

5. A safety chain or cable (including any welded joint, securing bolt or shackle):
a) is not securely attached to the drawbar, or
b) is welded to the drawbar, and
i. there is no clear evidence of weld penetration, or
ii. the weld metal has not been applied in accordance with good trade practice, or
iii. there is no evidence that the chain can be welded without reducing its strength, or
iv. the weld is significantly corroded, has deteriorated or is cracked.
c) is significantly corroded, distorted or cracked, or
d) has a bolt or shackle that is missing, significantly corroded, distorted or cracked, or
e) appears to be too weak to withstand a load of about twice the likely maximum laden weight (as far as can be reasonably estimated by the inspector) (Note 3).

get a rated safety chain and shackle and bolt it to your drawbar and there is no argument,as it states you can weld it but the inspector can fail it if it looks like a seagull welded it. We used to get caned if a trailer had a shackle on either end ,but if the shackle on the trailer end is secure it should be good.

As above bolt it so there can be no argument. It was changed in the VIRM sometime ago to prohibit welding and then amended to say above re the inspection of weld. Hence the confusion I think.

You can buy specific chains with a shackle that the pin won't fall out've.
That's so dumb arses can put it through from the left:-)
