How does a van with a back seat get a WOF without seatbelts? Do vans with fold up rear seats not need belts?

Old enough van--no worries. Newer van--owner removes seat for WOF

Just been through the drama of an owner removing the rear seat. Because it was originally certed for a seat and belts. it had to be recerted for no seat and belts. bureaucracy at its finest.

Drive down the road and get pulled up "TICKET".
Have an accident and people on seat injured or killed in the S--T big time .

Any chance of pointing us at the reg's.
Seems pretty nutty because the seats wouldn't have been a structural member of the vans framing.

Unless it's the insinuation of increased capacity & weight.

On the other side, I have been told that if when refitting seats that the OEM factory seat & seat belt mounts are correct, (& the belts are in good condition) then it won't need certing

Just rereading that which brings up the translation question.

Did the van not have OEM seats originally from factory & were the current seat & belt mounts aftermarket manufactured (Not OEM to that specific van)

This van was sold new with a certed rear seat and belts,the trucking company that brought it didn't want the seat. so the Mitzi dealer removed the seat.The van has been getting wof's till it went to a vtnz. who rightly noted the cert plate for the rear seat. but no seat or belts.It had to go to a low volume certifier who recerted it without a seat etc.I think this is the regs. Note 3 Definitions

Modify means to change a vehicle from its original state by altering, substituting, adding or removing a structure, system, component or equipment, but does not include repair.

Thanks all for the info. I think I'm more confused now though.
Van has OEM fold up rear seat. 2000 Nissan Caravan . just passed new WOF with no belts fitted. I just wondered how? I will probably remove seat but may consider leaving if I don't have to fit new belts at many $$$

When was the vehicle first registered and when was it first registered in NZ

If your vehicle is a van and therefore registered as class NA then its exempt from rear belts (I think)

My last Hiace was an 05 and had 2 sets of rear seats fitted (9 seater).
It never had seatbelts.
I bought it from a Toyota dealer as a fresh import and I asked if it needed seatbelts and he replied it didnt. I removed the rear set of sets immediately turning it into a 6 seater.
Sometimes I would also remove the 2nd row of seats making it just a 3 seater but whichever way it went in for its WoF, it always passed for the 6 years I owned it. Most but not all of my warrants were from VTNZ
