If the holes are already there, then you can make them bigger within reason.

I chopped my cortinas firewall completely out to move the engine back, not sure about the rules though.

Do it in a professional manner and repaint the area to match the rest of the paint and you should be right.

A temporay brace in first is good practice especially if cutting the bulk head aswell.

If its not noticeable a WOF inspector wont see it ,they don't inspect that closely .

Generally, NO, you can't alter a firewall at all, even just to fit bigger bolts.
But, if it's very minimal & it's all done properly to the point that no one would notice unless it was pointed to them, then go ahead
