Probably a bit of both going by what the stewards had to say. Not being a fan of Vettel and knowing very little about Stoll I say it’s Vettel’s fault.

The video directly after the race gave the impression that it was Vettel who drifted left (again).
Later in the post race discussion they played a video from a following car, which shows Stroll heading right just before the contact.

If they give Stroll a penalty for his part in the accident then they should also give Vettel one for taking the steering wheel.
Or, the FIA might decide to ban overtaking post-race, based on the VSC rules. That would probably be safer and the fans around the track could see the cars go by in order.
Hopefully Merc will teach Bottas how to race. Nice guy but lacking.
