Is it true that spring and summer is not the best time to buy a car because that's when most people want to change to a better car for the holidays? With the higher demand, car prices are expected to be higher too.

Probably depends on the value and type of car etc. I certainly have noticed an uptick in the ease of sale and prices of small cheap cars over the holidays as students start looking for cars for University, work etc.
Not sure it makes that much difference though. Not like boats or jetskis etc.
